IDSA itn't any government body regulating direct selling companies. its association formed by direct selling companies by themselves Ok. let me clear u with an example I will take my own example Iam an architect registered with council of architecture( GOvt BOdy). we have an association known as IIA indian institute of architects formed by architects. Now I am here free wether to be an associate member of IIA or not. Its not Compulsory to be a member of IIA. It would depend on me if i feel there is any benifit to be member of IIA then I will take membership by paying membership fee ok if i feel not worthy to be memeber of IIA I will not take its membership. same is the case with direct selling companies Its not compulsory to be member of IDSA if any company wants they pay huge membership fee and may become member of IDSA.
